How SSNIT Contributions Work in Ghana

Ghana operates a three-tier pension system designed to provide retirement income for workers in the formal sector. The system was introduced under the National Pensions Act, 2008 (Act 766) and includes mandatory contributions from both employees and employers.

Under the current structure, a total of 18.5% of an employee’s basic salary is allocated to pension contributions.

The contributions are divided between the employee and the employer.

Employee Contribution

Employees contribute 5.5% of their basic salary toward their pension.

This amount is typically deducted directly from the worker’s salary each month by the employer.

Employer Contribution

Employers contribute 13% of the employee’s basic salary toward the pension system.

The employer is responsible for submitting the total pension contribution to the appropriate authorities.

Total Contribution

When both portions are combined, the total SSNIT pension contribution equals 18.5% of the employee’s monthly basic salary.

SSNIT Tier 1 and Tier 2 Breakdown

The 18.5% contribution is split across the first two tiers of Ghana’s pension system.

Tier 1 – Basic National Pension Scheme

Tier 1 is administered by SSNIT and receives 13.5% of the employee’s salary.

This portion helps provide a monthly pension payment during retirement for qualified workers.

However, 2.5% of the total contribution is redirected to the National Health Insurance Authority (NHIA) to support Ghana’s health insurance system.

After the NHIA deduction, the effective Tier 1 pension contribution becomes 11%.

Tier 2 – Occupational Pension Scheme

The second tier receives 5% of the employee’s basic salary.

Tier 2 contributions are managed by approved private pension trustees rather than SSNIT.

This portion functions as a lump-sum occupational pension that workers may receive when they retire.

Why Basic Salary Matters for SSNIT Calculations

When calculating SSNIT contributions, the key figure used is the monthly basic salary, not the total compensation package.

Many employees mistakenly assume that allowances, bonuses, or overtime pay should be included when calculating pension contributions. In most cases, these payments are not considered part of the SSNIT contribution base.
